Rotterdam’s city council has launched a new app that transforms how it manages services related to employment and benefits.
Built using Mendix low-code, Thomas simplifies application processes and ensures a smooth, seamless user experience. With this innovation, Rotterdam is leading the way in delivering high-quality public services and embracing digital transformation.
The app was commissioned by the city’s Employment & Benefits Department, which wanted to improve the way it offers services to residents. Building on previous positive experiences with the Mendix low-code platform, the city council chose to develop this application using Mendix as well.
Mendix was the ideal choice because it could support an architecture based on Common Ground principles, a smart approach that helps city councils streamline their digital services.
During implementation, the project team discovered many ways to streamline processes, improve user experience, and enhance system integration. As a result, they were able to refine workflows and make the app more intuitive and efficient. The flexibility of the Mendix platform allowed them to make quick adjustments, ensuring a smooth and future-proof launch.
Efficiency for both residents and council staff
Thomas makes it easier for residents to apply for financial support and find work. The app provides a clear, user-friendly way to apply for benefits, view personal data, and submit updates.
For those who need extra support, such as residents with limited digital skills or learning disabilities, Thomas offers the option to fill out application forms with help from a council advisor. The advisor can act on behalf of the resident by logging in as their trusted representative. Their actions are fully recorded to ensure transparency, and the resident must approve all submitted information before finalising the process.
The new app also offers many benefits for council staff in Rotterdam. With all communication centralised in one portal, every interaction with residents is recorded in a single place, making follow-ups and communication more straightforward. Thomas also makes it easier to manage resident profile data and provides valuable insights for decision-making and service planning.
‘With Thomas, we can keep improving the services we provide to the people of Rotterdam. The first version of the app makes it easier and more transparent to process applications for financial support. Later this year, we’ll be adding new features to help with income security and employment.’
